As requested during the July 9, 2019 meeting of the Pharmacy Benefit Manager Group, the Maryland Insurance Administration is circulating the existing regulations that govern the filing of amendments to HMO provider contracts.  See COMAR 31.12.02.13C(4).  This is intended to provide context for the discussion over what types of changes to participating pharmacy contracts should require 30-working day advance notice to the pharmacy, and what types of changes should require filing with the Commissioner 30 days prior to becoming effective.
